The Institute Building, University of Sydney, City Road, Darlington, NSW, formerly the NSW Institution for the Deaf and Dumb and the Blind.
This grand imposing Victorian structure in the inner-Sydney suburb of Darlington, which has been used for over sixty years by students attending Sydney University, has an interesting history. The design of the original building was by Benjamin Backhouse (1829-1904) and opened in 1872 to provide a boarding school for deaf and blind children. Its original use is remembered in the building’s name emblazoned across its façade between the two main towers. The first school in Australia to cater for deaf children had opened in Sydney in 1860 at 152 Liverpool Street as a private undertaking. It was begun by Thomas Pattison, himself profoundly deaf, George Lentz, the uncle of a deaf girl and the Rev. George King. A year later, the Sydney deaf school became a charitable public institution and Pattison travelled around NSW locating potential deaf students and collecting subscriptions. The institution began with seven children with George King as its first President and a committee comprising many of the colony’s influential patrons. It was decided to provide free education and board for deaf children whose parents could not afford it. As the school grew, larger premises were required and more fundraising undertaken. A Ladies Visiting Committee was established for the day-to-day running of the school. This comprised five wives of the main committee members plus a matron. Between them, the two committees ran the institution under rigid Victorian rules with a strict programme for the children and staff. They rose at 6 a.m. and spent the day doing lessons and helping matron with the housework and sewing. Parents or friends could visit the children only once a fortnight, while children attending from interstate or overseas, such as Hobart, Rockhampton or New Zealand, would have few, if any, visitors. As it became more well known in the colony, the institution prospered. The management committee organised demonstrations of the children’s ‘learning’ at the annual general meeting and sought newspaper publicity to promote the institution’s good work. In 1869 a department for the blind was added and five blind children were enrolled at the school taught by Mr S. Cashmore, who was blind himself. Between 1860 and 1872, the institution had moved in and out of five different buildings, each larger and more imposing than the one before. In this way it remained in the public eye. The addition of the blind, along with increasing numbers of deaf children, led the committees to begin a new appeal in 1870 for a government grant to erect their own institution building. The organisation was given £2,000 plus a 5-acre grant of land at Darlington, on the Newtown Road (now City Road, near the Newtown tollbar and bounded by Darlington Road and Codrington Street. The Governor, the Earl of Belmore (1835-1913), opened the building fund with £100 and laid the building’s foundation stone on 3 April 1871. The new building was erected on a hill which at the time was surrounded by open fields. It was a distinct landmark in the area even taller than the nearby University building! The architect, Backhouse, designed the structure with a symmetrical classical façade flanked by towers. These were in turn to be flanked by two-storey ranges from which more wings and towers were to project at right angles forming a quadrangle. The front and sides were built to this design, and the building was large and imposing, considering it catered for only eight blind and thirty-three deaf children. The interior was referred to as ‘plain’ as then befitting a public institution. However, as far as the community was concerned, by its grandiose construction, the institution ‘had arrived’. The building today is an excellent example of the Victorian passion for conspicuous good works. It was formally opened on 15 February 1872. As early as 1883, new dormitories were added to the original building, each with seventy beds, with teachers’ bedrooms containing ‘inspection windows’ looking into them. The exterior was finished in stucco to blend in with the original building. In place of the Gothic spires, two dome topped towers were added in 1892. Six years later the Royal Commission inquiring into public charities praised the committees’ work but made specific mention of the institution’s remodelling, commenting that ‘expenditure on the buildings was excessively out of proportion to the necessary requirements of an establishment for this purpose’. The architect responsible for the institution’s extensions was Arthur Latimer McCredie (c.1853-1926), who had been the honorary architect for the institution since 1886 and also a member of the board. Supervising the planning and erection of the building and extensions was Dr Arthur (later Sir Arthur) Renwick (1837-1908), who had been associated with the institution, initially as its honorary surgeon and later as president for twenty-seven years until his death in 1908. He was not only a physician, but a philanthropist and politician and spent much time on various charitable boards. In 1903 a further grant of land of more than an acre, adjoining the original grant. Two years later the institution was incorporated by legislation as the New South Wales Institution for the Deaf and Dumb and the Blind. Parental access to the children improved in 1924 when the institution’s by-laws were changed to allow parents increased visiting rights and to permit children to visit their friends out of the institution. On 21 June 1928, the foundation stone for a new block at the rear of the main building was laid. Known as the Storie Dixson Wing, it was named for the then president of the institution, the medical practitioner, Thomas Storie Dixson (1854-1932). The government subsidy to the school ceased in 1931 and four years later the institution was registered under the Charitable Collections Act of 1934. During the Depression years, finance was a constant problem. Cabarets, card parties, socials and charity dances were organised, while banks and clubs such as Rotary began to give support. By 1935 the institution catered for almost 200 children, of whom ten attended on a daily basis, forty were weekly pupils and the remainder were boarders. From the following year, compulsory education for deaf children existed in all States except New South Wales. It wasn’t until 1944 that the NSW Public Instruction (Blind and Infirm Children) Act was passed to provide compulsory education of these children between the ages of six and fifteen years. The Act gave government the responsibility of certifying a special school and left the way open for the establishment of departmental schools. In April 1942 the Institute building was requisitioned by the defence authorities for use by the RAAF. Attempts to obtain alternative accommodation for the school failed and the children were sent back to their homes. At first, country children received correspondence lessons, then teachers began travelling around the countryside to keep in contact with the children. In 1943 a property on the Pacific Highway at Wahroonga was purchased for the blind children with a school for the deaf children being temporarily being accommodated there as well. The following year the RAAF vacated the Darlington building. By the time repairs were completed, it did not reopen for students until 1946. As the blind children remained at Wahroonga, the Darlington institution catered solely for the teaching and training of the deaf. By this time an epidemic of rubella in 1940 saw a long list of deaf children waiting to enter the Darlington institution, which by 1949 numbered 258. In 1955 a one-year teacher training course in the education of the deaf was begun at the Sydney Teachers’ Training College and the next year the Department of Education began to conduct the school at Darlington. In 1957 the Queen conferred the title ‘Royal’ on the institution and the word ‘Dumb’ was removed. An Act of parliament changed its name to the Royal New South Wales Institution for Deaf and Blind Children. The separate locations of the schools at Darlington and Wahroonga created many administrative problems and the board decided to build a new complex to replace both schools in a semi-rural location. About 30 acres of land was bought at North Rocks, in Sydney’s north west, and a centre opened there in 1963. The University of Sydney expressed a desire to take over the Darlington building for expansion and acquired it in 1962. At that time, it still stood on 5 acres of land. The original plan was to convert the main building for use by the Faculty of Economics. However, it was decided that the institution was not big enough and a new structure, the Merewether Building, was erected within its grounds. After the children left the institution in September 1962, it was empty for a while and the following year the University’s Credit Union moved in on the ground floor. Renovations to the building were undertaken for a number of years. It became known as the Institute Building and the central section became the home of the Department of Geography while the former Storie Dixson wing became the MacDonald Holmes Library and geography teaching laboratories. By early 1995 plans had been made to move the department out of the building and for its place to be taken over by the Faculty of Economics. By 2022 the Institute Building had been converted into a series of lecture theatres and tutorial rooms as well as various offices including the United States Study Centre, the Sydney Summer School, the Near Eastern Archaeology Foundation and the Pella Excavation Project.
